ANC NORTH WEST STATEMENT ON THE OUTCOME OF PGC AND PEC LEKGOTLA

The African National Congress in the North West held a political school in the form of the Provincial General Council (PGC) on the 30 - 31 January in Vryburg, This was followed by the Provincial Executive Committee (PEC) Lekgotla that was held in Bona Bona Guest Lodge (Wolmaranstad) on the 1st -2nd of February 2015 to lay the foundation on the important tasks for the ANC and the Government.

Both events were characterized by high levels of discipline and unity amongst members of the ANC in the Province. The PGC was an opportunity for the province to craft a provincial proposal with regard to policy review as we prepare for the 8th Provincial conference and the National General Council in June.

The PEC Lekgotla went further to critically assess whether government had in place the action plans and resources to deal decisively with the priorities identified from our election manifesto. At the core of the Lekgotla programme was the need to ensure that the Manifesto commitments, National Development Plan (NDP) and PGC recommendations were developed into an achievable plan to inform the work of government.

Both the PGC and PEC Lekgotla took place under the theme "The year of freedom charter and unity in action to advance economic freedom". Amongst the highlight of the intensive discussions, deliberations and interrogation of the existing regulatory framework the following proposal were agreed to:

  • An attack on the President and the Leadership in as attack on the ANC as a revolutionary movement and we call on all members of our movement to defend the ANC.
  • To renew the division of revenue act (DORA), in particular the equitable share formula to be consistent with the infrastructure challenges and rural outlook of our municipalities and the province, instead of the current formula that recognize the population size.
  • Amendment of the municipal structures and system act on the recall of councilors, we propose that prerogative be given to the party.
  • Alignment of the ANC term to that of Government.
  • Amalgamation of non-viable municipalities into viable municipalities so as to promote shared services in infrastructure development and financial management.
  • Radical campaign to build strong SMME's and Cooperative movement and furthermore to bring about a regulatory system to control ownership of small business.
  • Introduction of Tax regime on the mining houses in line with provisions of Section 228 of the Constitution subject to the approval of the National General Council.
  • Alignment in the Departmental Annual Performance Plans (APP`s) into the Municipal Integrated Development Plan( IDP`s) as well expression of the National Development Plan of both .
  • Implement the Provincial Agriculture plan as part of the Agriculture, Culture and Tourism (A.C.T) as our Anchor Catalytic Economic Sectors to increase the Provincial GDP target of 6% by 2019.
