ANC NORTH WEST PROVINCIAL EXECUTIVE COMMITTEE STATEMENT ON THE OUTCOME OF THE SPECIAL PEC MEETING AND THE ANC LEKGOTLA

The African National Congress in North West held a Special Provincial Executive Committee meeting and a day Lekgotla at Ramosa Lodge in Zeerust from Saturday, 15th to Sunday 16th February 2014.

The Special Provincial Executive Committee meeting met to consider one agenda item on the state of our local government in the North Wet province.

Members of the PEC we divided into four Commissions as per our province regional differentiation, namely, Ngaka Modiri Molema, Dr Ruth Segomotsi Mompati, Kenneth Kaunda and Bojanala districts.

All commission considered similar guidelines. Amongst issues discussed is the political relation of ANC structures at local level, the effectiveness and functionality of local government and its response and impact on service delivery.

On the balance of probabilities, the ANC Provincial Executive Committee is satisfied with the overall performance of our municipalities, however the PEC re-emphasised the following decisions:

On Ngaka Modiri Molema

The PEC restated its earlier decision that the ANC Trioka in the municipality must be disbanded and the municipality be place under section 139 1b, with immediate effect. The intervention also includes the secondment of other ANC local councillors to the District.

This is done in order to strengthen the municipality service delivery capacity in order to respond to service delivery challenges in the Ngaka Modiri Molema district, particularly the provision of water and road infrustrature.

On local municipalities in Ngaka Modiri Molema, the PEC noted the impact of the draught experienced by these municipalities and recommended that in the interim the utilisation of borehole water as well as water tankering to affected areas, whilst implementing the agreement to pipe water from the Kenneth Kaunda regional dam to Ngaka Modiri Molema in the long phase.

The PEC also appealed to the Mahikeng Municipality to improve the state of roads in the Mahikeng town and villages caused by the after effects of heavy rains experienced by the province.

On Madibeng Municipality

The PEC fully supports the implementation of the Ministerial Task Team report, as a basis to resolve the Madibeng Municipality administrative as well as service delivery challenges.

The former Minister of Cooperative Governance and Traditional Affairs, Minister Richard Baloyi, recommended the implementation of Section 154 of the Constitution, in order to support and strengthen the capacity of the Madibeng Municipality to manage its own affairs and exercise its powers to perform its function.

The PEC believe that through the speedy implementation of Section 154, Madibeng Municipality will be able to carry its constitutional as well as its service delivery mandate. The ANC has discussed this matter with its deployees in government and a decision has been arrived at that the Ministerial Task Team report must be implemented in full or as it is contained in the report.

On Protests

The PEC condemns with disdain the emergence of violent protests, particularly the torching of an ANC Councillors house in Majakaneng, the vandalism and sabotage of Madibeng water pipeline and the intimidation of ANC Councillors in Ketleng Municipality, amongst others.

The PEC reiterated that those found to be responsible must be named and shamed and also that the law must take it cause. However, the ANC will ensure that the genuine concerns of communities raised during the ANC Consultation process with communities are responded too urgently. This includes amongst others the provision of water, the improvement of our road and sanitation infrastructure.

The PEC also commits to deal decisively with alleged pockets of corruption by officials in the tankering of water in Madibeng and in Ngaka Modiri Molema and all the spheres of government in the province. The ANC is against any form of crime and corruption and in line with our election manifesto, we will ensure that there is not public representative of the ANC who involves himself or herself in criminal activities. For those who find themselves in such situation will be encouraged to resign.

On the ANC Lekgotla

The ANC met with its deployees in the provincial as well as local government institution to map a way forward for the provincial administration following the ANC Lekgotla as well as the State of the National Address by President Jacob Zuma. The ANC received a detailed state of governance report from the Premier Thandi Modise and the government plans for the remaining three month prior to the general elections.

The ANC is happy with progress achieved by government in the implementation of the ANC Key priority areas as contained in the ANC 2009 Manifesto. The ANC has made its own impressions and input to the government programme of action for the coming three month. We are of the view that such impressions and inputs will be contained in the State of the Province Address by the Premier of the North West, Cde Thandi Modise.

The ANC is grateful to its deployees in both the Provincial as well as local government who carried their national responsibilities as guided by the ANC Constitution, Conference resolutions as well as policy directives. We also extend our gratitude to the man and woman in parliament who always seek to ensure that the views of the people of the North West are always find expression through legislation.

On the ANC nineteen (19) Days of Revolution Campaign

The ANC will be travelling the length and breadth of the North West province in the coming nineteen days to listen and give feedback to the people of our province regarding the ANC service delivery recorded since the advent of a democratic government, twenty years ago. This includes highlighting the ANC service delivery achievements as well as challenges.

Coupled to this process is the popularisation of the ANC Election Manifesto priorities. The ANC will be engaged in door-to-door campaign and walk abouts in public areas such as taxi ranks, shebeens and churches to popularise the Manifesto.

The leadership of the ANC in the province as well as National Deployee will lead the campaign. They will be joined by all ANC members and volunteers.

We therefore call upon members of the communities to be part of this campaign and ensure that we celebrate our twenty year in a democratic South Africa in style, under the theme "Together we move South Africa forward".

On the By-Elections in Taung

As the ANC, we are confident that we will emerge victorious in the forthcoming by-elections in Taung, Ward 21. Our Candidate is Keamogetse Grace Moipolai.

The ANC leadership at all levels will be joining the people of Taung throughout this process including in our victor celebration.

We call upon members of the community to ensure a victory of the ANC in these by-elections. The ANC together with our candidate-elect will always ensure that we put the interest of our people ahead.

On Tlokwe Hoax list

The ANC in North West dismiss as hogwash the unknown list titled: 'ANC clean-up campaign to dismiss the following cockroaches in Tlokwe City Council'.

The PEC view this desperate attempt by some faceless individuals who wants to instil fear, instability and distrust amongst the employees and management of the Tlokwe Municipality. As the ANC we distance ourselves from this unfortunate list and assure the communities of Tlokwe that the ANC will work together with its deployees to ensure stability in this municipality. The ANC will investigate the originality, intent and purpose of this hoax communication.

On the hospitalisation of our veteran Ntate Simon Senna

The ANC PEC takes this opportunity to wish our veteran and the Provincial Secretary of the ANC Veteran's League, Ntate Simon Senna a speedily recovery from hospital. The ANC Provincial Officials will visit Ntate Senna in Zeerust hospital today where he is admitted.
