ANC BOKONE BOPHIRIMA ON THE OUTCOME OF AUDITOR GENERAL'S AUDIT REPORT OF MUNICIPALITIES

The African National Congress (ANC) in Bokone Bophirima has noted the Auditor General's (AG) municipal audit outcomes for 2015/2016 financial year. The report shows that municipalities in our province were still struggling in the year under review.

As the ANC in Bokone Bophirima we are aware of the support that the provincial government continues to give to municipalities to ensure that they are adequately equipped to fulfil their constitutional and legislative mandate.

The ANC supports the comprehensive plan that the provincial government has developed through the departments of Finance, Economy and Enterprise Development (FEED) and Local Government and Human Settlements. We are confident that our municipalities will continue to implement post-audit action plans and other AG's recommendations.

The provincial government has appointed 27 technical experts to provide hands-on support to municipalities and at least four Chartered Accountants have been deployed to all the district municipalities to fast track the implementation of the post-audit action plans.

The current provincial government administration came into office right in the middle of municipalities' term of office in 2014 and it has already implemented interventions to assist councils.

After our ANC provincial conference of 2015 we recommended that the provincial government must assess all municipalities in the province. This assessment found that 15 municipalities were in intensive care unit (ICU) in terms of different internal controls. A programme was developed to intervene and within 12 months that number - according to the Cooperative and Traditional Affairs (Cogta) department - was reduced to seven. There is commendable progress in the intervention process and we applaud the provincial government for that.

As the ANC we have taken a decision that by the end of this financial year, all municipalities in province must be out of ICU. No municipality should get a disclaimer because that would be unacceptable.

We are aware as the ANC that the provincial government and municipalities are correcting the appointment of senior management as and when positions become vacant.

We also commend the provincial government for taking a tough a stance against municipalities that are not doing well and we are looking forward to such action producing desirable results. Part of the interventions that the provincial government made in municipalities include dissolving Ngaka Modiri Molema District Municipality and supporting the Special Investigative Unit work in Madibeng Local Municipality.

The ANC Provincial Executive Committee will regularly in its meetings review the performance of municipalities and hold Executive Mayors and Mayors accountable.
