STATEMENT OF ANC BOKONE BOPHIRIMA PEC ON THE OUTCOMES OF ITS MEETING


The Provincial Executive Committee (PEC) of the African National Congress (ANC) in Bokone Bophirima met in its ordinary meeting on Friday 04 November 2016 in Hartebeespoort Dam.

Among the key issues that the PEC discussed was the release of the "State of Capture" report by the Office of the Public Protector last week. The PEC studied the report and holds the following views:

The ANC PEC in Bokone Bophirima commends the Head of State and President of the ANC Cde Jacob Zuma, for withdrawing his court application that sought to interdict the release of the report. While some view this action as a sign of weakness, as the ANC we believe that the President withdrew the application in the interest of justice. The President's decision to withdraw the court application also helped to unmask and dislodge the regime change brigade who think it's okay to simply want to remove a democratically elected Head of State.

Among the remedial actions the former Public Protector recommends is that the President must appoint a Judicial Commission of Inquiry, a recommendation the ANC in Bokone Bophirima fully supports, as it would assist with getting to the bottom of allegations on the table once and for all. What the PEC is concerned about, however, is the former Public Protector's statement that it should be the Chief Justice who appoints this Judicial Commission of Inquiry. Section 84(2)(f) of the Constitution of the Republic of South Africa is clear on the matter, the President has got the sole powers to appoint commissions of inquiry. We are however comforted by the lessons learnt in the past that the Public Protector's report can be taken for a judicial review.

The PEC is of the view that incumbent Public Protector Advocate Busisiwe Mkhwebane should increase her scope of investigations into allegations of state capture and include the economic atrocities and the looting of the state that happened prior to the 1994 democratic dispensation. This is one of the few processes that can lead to real social justice.

Though we believe that there are conversations that ought to be had both in the ANC and the country about the latest political developments, we in the ANC Bokone Bophirima maintain our confidence and support to the leadership of President Jacob Zuma and the entire ANC National Executive Committee (NEC) collective as we elected them at the Mangaung Conference of 2012.

The PEC also notes calls by opposition parties for National Prosecuting Authority head Shaun Abrahams to step down on account of having withdrawn charges against Finance Minister, Cde Pravin Gordhan. The PEC acknowledges that making representations on a case under review is an established practice in the history of our justice system, so there is nothing extraordinary that the NPA did. We therefore believe that the calls for the resignation of NPA Head lack rationale and is nothing else but the opposition's plot to cast doubt on the state organs with a hope of achieving their regime change dreams.

The PEC also resolved that preparations for the Alliance Economic Summit scheduled for this month (November) must begin as soon as possible. Among the things the summit will look at is how we work together to reduce unemployment and job losses in the mining and agricultural sector in the province.

The PEC mandated the Provincial Government to help strengthen the capacity of municipalities to deliver decent and sustainable services to our communities. Municipalities must also report weekly on their implementation of the Back to Basics Programme.
