ANC BOKONE BOPHIRIMA STATEMENT OF THE SPECIAL EXTENDED PEC MEETING HELD ON THE 21st OCTOBER 2016, EMBASSY HALL IN MAHIKENG


The Mandate of the African National Congress remains the betterment of the lives of the people of South Africa irrespective of their colour or creed. In doing this the ANC introduced a radical socio economic programme in the context of the National Development Plan championed by our President Cde. Jacob Zuma, because we are an internationalist movement which is antiimperialist. We have been successful in ensuring that part of our response to imperialism is the formation of the BRICS countries. It is quite clear that there are forces within and outside the country which is collaboratively opposed to these strides we are making as a movement. It is our resolve as the ANC that no matter what happens we will remain focused on this strategic objective, it is in this regard as the Special PEC joined by our Leagues & MKMVA in the Province we have made the following observations.

  1. The continued negative propaganda peddled by internal and external forces targeting our President Cde. Jacob Zuma.
  2. These attacks are part of a bigger agenda to effect regime change and plunge the country into chaos. The attacks on the President are a direct attack on the ANC. The Province reaffirms its staunch support of the President and the collective of the National Executive Committee as elected in the Mangaung 2012 National conference and wish to place it on record that these forces will be crushed.
  3. These continued attacks against the ANC and the State President are informed by our decision to establish the BRICS Countries and later the establishment of the BRICS bank in the continent. This initiative will assist the country to move forward with its developmental agenda. Imperialist powers see this as a direct threat and realise that the BRICS nations will not be dependent on them for assistance. The IMF and World Bank through their ratings agencies continue to loot and drain the resources of developing countries by insisting on how each developing country must be governed. The majority of developing countries that have been relying on the IMF and World Bank have not progressed rather have regressed due to the so called "democratic conditions" attached to these loans. We welcome the decision by BRICS in establishing their own ratings agencies. State Institutions aimed at deepening and upholding democratic values and principles are being undermined by some individuals in the organisation and cabinet ministers. We urge the National leadership of the ANC and Government to attend to the matter as urgently as possible.
  4. The attacks are intended to plant the seeds of disunity, mistrust and suspicion and division within the rank and file and leadership of the ANC with the objective of removing ANC from power.
  5. It is clear that the former public protectors was under duress to fast track the report on so called "State Capture" and not allow the affected parties to engage with the evidence presented and further not allow witnesses to be engaged to verify / clarify their submissions. It is indeed a matter of serious concern the way this report has been handled. As the ANC in Bokone Bophirima we affirms the rights of the individuals implicated in the investigation report and the reservation of their rights to legal recourse in defence of their reputation and standing in case an injustice is visited upon them. We would like to congratulate the new Public Protector for abiding with the Constitution and allowing the court case on this matter to be finalised before releasing the report. This will ensure that no party is prejudiced. The real capture of our state and masses is by agents of imperialism hibernating in our country to further suffocate the majority of South Africans trapped in the scourge of unemployment and poverty.
  6. The PEC noted the National Prosecuting Authority's (NPA) decision to summon Minister of Finance Pravin Gordhan to appear in court on 2 November on several charges. The preamble of the Constitution of the Republic of South Africa proclaims: we are all equal before the law. It is our view that Cde Pravin Gordhan must subject himself to the rule of law as everyone is expected to, and not behave in a manner that casts aspersions on law enforcement agencies and other state organs. We believe that as a sitting public office bearer who took an oath of office, Cde Gordhan understands that he remains innocent until and unless proven otherwise and should cooperate with law enforcement agencies. None of our structure will join the so called safe Pravin Gordhan campaign on the 02nd of November, we will only do so if there is decision of the collective of the NEC in this regard.
  7. The PEC further engaged on attacks from internal forces in the ANC who it seems has aligned themselves to create an impression of disunity in the organisation. Some senior leaders of the ANC and Alliance are continuously expressing their views outside the collective. These senior leaders are urged to refrain from being used to destabilise the ANC, if they do not mend their ways they will be reducing their history in the struggle to nothing of nothingness and political irrelevance
  8. We commend the Congress of Traditional Leaders (CONTRALESA) in Bokone Bophirima for a successful Provincial General Council over the weekend. We are pleased by Contralesa's resolution of not being part of counter-revolutionary efforts to form a new political party by some traditional leaders.
  9. We further extend our appreciation and congratulate the newly elected provincial leadership of the South African Local Government Association (SALGA) in the Bokone Bophirima Province, led by Cde Fetsang Mokati, Executive Mayor of Bojanala District Municipality.
  10. We urge students in tertiary institutions to return to class and allow their leaders to engage relevant stakeholders on the funding of free education for deserving students. In this regard, we support the campaign by Bokone Bophirima Provincial Government to mobilise the public sector and citizens at large to contribute to Kgetsi Ya Tsie Bursary and Skills Development Fund to assist in educating students from our province.
  11. The Special Extended PEC also applaud the Provincial Government on the Villages Townships and Small Dorpies (VTSD) initiative of igniting the economies of our previously disadvantaged areas including the establishment of the local business chambers
  12. The ANC in the Province and Country is celebrating the life and times of our former President, Cde. Oliver Reginal Tambo who was born on 27 October 1917 in the village of Nkantolo in Bizana in eastern Pondoland in what is now Eastern Cape. We further call on all citizens and members of the ANC to emulate President O.R. Tambo on matters of discipline and principle in the way he led and waged the struggle to liberate our country. The ANC in the Province will be holding a memorial lecture today 17h00, at Mmabatho Civic Center to celebrate the life and times of our icon.
