STATEMENT OF THE JOINT MEETING OF PROVINCIAL EXECUTIVE COMMITTEES OF BOKONE BOPHIRIMA AND FREE STATE PROVINCES




ANC BOKONE BOPHIRIMA SPECIAL PEC MEETING MEDIA STATEMENT


The African National Congress (ANC) in Bokone Bophirima held a Special Provincial Executive Committee (PEC) meeting on Friday 07th October 2016 in Rustenburg.

While the Special PEC meeting focused largely on discussing ways to enhance the economy of the province, we also made time for crucial organisational issues such as celebrating the month of October to honour one of the ANC's great leaders, the late Cde Oliver Reginald "OR" Tambo.

KEY RESOLUTIONS:

October is commemorated as OR Tambo Month, being the month of his birthday. Based on the National Executive Committee (NEC) resolution for all the party structures to celebrate Cde OR this month, our approach as Bokone Bophirima province is the following:

  • As part of our organisational repositioning and renewal, we are going to take all party structures in the province through a workshop focusing on the value systems of the ANC and how Cde OR lived up to those values.
  • We are going to embark on a process to focus on both quantitative and qualitative membership growth and teach our members - both new and old - about the values that Cde OR stood for.
  • Cde OR prioritised instilling professionalism in the ANC and because of that, we as ANC Bokone Bophirima will focus on the professionalisation of the organisation, especially how the ANC is run.
  • Cde OR pursued the non-racial characteristic of the ANC and because of that we will hold seminars on how to build a non-racial South Africa.
  • Cde OR believed in non-sexism and the rights of women. To ensure that this is entrenched in our entire membership, we will hold seminars on building a non-sexists South Africa.
  • Because he believed in a family as an important unit in building society, we will as part of moral regeneration focus on that aspect.

THE ECONOMY

The PEC meeting discussed the economy of the province and how it can be enhanced. In that regard, the PEC took the following resolutions:

The PEC agreed that because a PEC Lekgotla of 2014 mandated government to introduce the 'new normal' in a form of the Five Concretes that will guide the implementation of the National Development Plan (NDP), the PEC will embark on a process to help promote these Five Concretes of the Fifth Administration of the Provincial Government of Bokone Bophirima. We acknowledge that the Five Concretes are the backbone of Rebranding, Repositioning and Renewal of the province.

The PEC mandated the provincial government to come up with new ways of using human settlements to create jobs so as to fight poverty and bring about equality. One of the suggestions is to look at how through the Villages, Townships and Small Dorpies (VTSD) initiative, our people can be helped to get into the housing construction market. The PEC received feedback from its deployees in government that one of the proposals is for people to be helped to take part in human settlements through different skills that they will be empowered with. The PEC meeting welcomed the proposal and acknowledged that indeed this initiative will help the people of Bokone Bophirima play a role in their province's development.

The PEC also mandated government to look at the possibility of a law that will require people to apply to a municipality before they erect a shack in an open land. This will assist the municipality and the provincial government with planning purposes. Because the proposed law still needs to be taken through the required processes, the people of the province will be consulted through adequate public hearings.

The ANC PEC welcomed and commended the Fifth Administration of the provincial government for an intiative to introduce a golf tournament that will start in small dorpies - likely to be known as the Bokone Bophirima Small Dorpies Open Golf Challenge. The PEC will await feedback from the provincial government after it makes the necessary consultations for the annual Nedbank Golf Challenge to play a role in supporting this Bokone Bophirima Small Dorpies Open Golf Challenge.

The PEC resolved to agree with the postponement of an alliance summit to a later date as requested by our tripartite alliance partners. The summit, which was supposed to be taking place this weekend, will be held at a later date to be discussed by the alliance Secretariat.

SETSOKOTSANE

The PEC appreciates and welcomes the establishment of the Provincial Setsokotsane Operations Centre in Mahikeng, aimed at documenting citizens' complaints, suggestions and compliments in a centralised government database.

The PEC also welcomes government's decision to establish 407 ward-based Setsokotsane Operations Centres to be open before the end of November.

The provincial government was also commended for planning the upcoming VTSD Economic Summit, scheduled for the end of November 2016 to ignite economies of small dorpies.

THE STATE OF MUNICIPALITIES

The PEC is impressed that no service delivery protests have been experienced across the province since the new councils were elected.

The PEC urged all government departments to pay their debts to municipalities so as to support the good financial health of our municipalities.

We wish to acknowledge the accolades received by eight of our municipalities for clean administration. These accolades were presented by the Chartered Institute of Government Finance, Audit & Risk Officers' (CIGFARO) to Dr Ruth Segomotsi Mompati District Municipality, Lekwa-Teemane Local Municipality, Rustenburg Local Municipality, Greater Taung Local Municipality, Maquassi Hills Local Municipality, Ratlou Local Municipality and Ramotshere Moiloa Local Municipality.
