ANC BOKONE BOPHIRIMA PEC STATEMENT

The Provincial Executive Committee (PEC) of the African National Congress (ANC) in Bokone Bophirima met at the Rustenburg Civic Centre today, Friday 26 August 2016. At this scheduled meeting, the PEC discussed the election performance of the party and reports from ANC volunteers on the August 3 polls.

Local Government Elections Outcome

The PEC regards these elections were a wake-up call for the ANC that we must triple our work to serve the people.

The PEC called for a detailed assessment of the performance of the ANC Government and called for an introduction of new, radical intervention measures to intensify service delivery.

The meeting also discussed ways in which the ANC can make use of the two-thirds majority we have in provinces to advance our radical agenda of implementing the National Development Plan.

The PEC also noted the failure of some its deployees and public representatives to participate in the elections programme and the meeting has therefore mandated the Chief Whip to submit a report on that.

Unity of the organization and ANCYL calls for early conference

The ANC PEC also discussed the upcoming 2017 national elective congress of the ANC and agreed in unison that the ANC should not hold an early conference.

The PEC discussed the timing of the ANC Youth League's call for an early ANC national conference before 2017, due to our performance in the 2016 Local Government Elections.

We believe that the call for an early conference is ill informed. The PEC agreed with the province's Officials that the National Executive Committee (NEC) collective must serve its entire term of office to the end of 2017 and that the President Cde Jacob Zuma should remain in his position of deployment in government until 2019.

We therefore would like to persuade the ANCYL to hold back on its pronouncement for an early conference and rather focus on issues that affect its constituency, the young people. The PEC advised the youth league to prioritise pressing issues such as the funding of universities, unemployment, crime that affects especially young women, the involvement of youth in innovation issues, the revival of moral regeneration and building role models among the youth.

The PEC instead called for the ANC to work towards reaching a consensus on both key policy issues and leaders to be elected as the party's top officials. It is our view that there should be no contest for the top six officials positions in the interest of keeping the organization united.

As the ANC in Bokone Bophirima we will embark on a political education programme for all branches before the process to prepare for the 2017 congress begins.

We agree with PEC officials' call for all former members and members of our alliance partners to rejoin the organization as part of enhancing unity and building the organization further.

Cde Pravin Gordhan Saga

The PEC agreed that in the ANC we believe in the total adherence to the rule of law and that the rule of law must reign supreme. No one is above the law, from President right up to all ordinary citizens. All leaders in general and in particular Cde Pravin Gordhan must act in an exemplary manner to the society when it comes to upholding the rule of law.

In that context we applaud the late Cde Nelson Mandela, our current President Jacob Zuma and all other leaders who have cooperated with law enforcement agencies for acting in an exemplary manner when faced with legal matters. We congratulate former members of SARS who have cooperated with the Hawks to respond to any questions placed before them.

We also call on SARS to release reports of all investigations that the agency undertook. These reports must be made public through Parliament and other relevant government structures and their recommendations acted upon. This is one of the best ways to ensure that the reputation of this important agency SARS is not compromised further by allegations.

Negative Sentiments and attacks on the movement

The PEC condemned leaders who used the platform of Cde Makhenkesi Stofile's funeral to attack the movement that made them who they are. They can today speak freely because the ANC. The ANC in Bokone Bophirima re-emphasised the point that there are no free agents in the ANC and everyone must act and operate within the collective.

ANC Branches

The PEC decided that as the leadership of the ANC in the province we must help and liberate our branches from the bondage of being mortgaged by powerful and rich businesspeople, who are using money to control the operations of ANC branches as a way of destabilizing the organization from within.

The meeting resolved that the following must be prioritized to keep the organization focused:

  • Maintain the branch as the basic unit of the organization and the last line of defense of the National Democratic Revolution
  • All branches must implement monthly campaigns
  • All sub-structures of the PEC such as the Chairpersons, Secretaries and Treasurers' Forum must meet every month
  • The organization must strengthen political education units to ensure that workshops are held in branches on a monthly basis to empower new members who are still on a six months probation, as well as to empower ANC members on their role the implementation of the Villages, Townships and Small Dorpies (VTSD)
  • Recruitment processes must continue in line with the ANC's national membership guideline and Rule 4.5 of the Constitution, which empowers a Branch Executive Committee to consider applications.

Regional Conferences Roadmap

The PEC adopted a roadmap for regional conferences and the Provincial General Council scheduled for November.

Government

The PEC also mandated its deployees in the Provincial Government's Executive Council [Exco] to convene a government Lekgotla as soon as possible. This Lekgotla must include as part of its priorities an assessment of the implementation of the NDP through the five concretes that the Provincial Government has adopted. The deployees must report back to the PEC.

Government was also mandated to establish VTSD Chamber Of Commerce in all wards and to come up with a Legislative framework to regulate informal settlements.

We congratulate Government for the good work it has done through Setsokotsane, which accelerated service delivery interventions.

The PEC congratulated all councillors for displaying high discipline during the establishments of municipal councils. We thank all volunteers for doing a good job under difficult circumstances. Even when some of our fellow Comrades worked for the opposition from within the ANC, our dedicated volunteers kept the candle burning and protected the ANC.

The PEC commits the entire organisation in the province to rally behind the programme aimed at repositioning branches as the first line of attack and defence of the revolution.
